PHEAA Update
- PHEAA Statewide Virtual Free Application for Federal Student Aid (FAFSA®) Completion Workshop—Join us for virtual one-on-one assistance during our FAFSA Completion Workshop on Wednesday, February 19, 2025. We offer four 30-minute sessions from 5:00 to 7:00 PM (ET). Registration is only required for one family member, if you will be using the same device. If you plan to use two devices in two different locations, you can share the meeting link with other family members who need to join at their location. Register for this session.
- Barring any data integrity concerns, we will begin ingesting 2025-26 Institutional Student Information Records (ISIRs) by the end of January 2025. Once this process launches, first-time applicants will begin receiving PA State Grant System activation emails and have the supplemental PA State Grant application items (for example, the PA State Grant Form) assigned. Students can find information on what to expect after completing the FAFSA on pheaa.org/StudentAid.
- PA State Grant Resource Updates: The PA State Grant System email box (grantus@pheaa.org) is no longer in use. References to this mailbox have also been removed from PHEAA websites. Schools and students should be directed to log into their PA State Grant System account to send a message. Students who do not have accounts in the PA State Grant System should use the granthelp@pheaa.org email address, and school officials should use the sghelp@pheaa.org inbox to assist with grant-related questions.
College Finance Planning: PA Forward Student Loans Lowers Their Starting Rates
No matter where your students plan to attend, costs can add up beyond what their financial aid offer provides. Good news—PHEAA’s PA Forward Student Loan Program just lowered its starting rates on undergraduate, graduate, and parent loans, helping to cover the gap so your students can pay for college. For more information, students should visit pheaa.org/PAForward.

The FAFSA Deadline Act has been signed into law. Specifically, the law makes October 1 the official launch date for the FAFSA each year and directs the Department of Education (ED) to certify by September 1 that the FAFSA will be ready by October 1. However, if ED anticipates that the FAFSA will not launch on October 1, the department will need to testify before Congress to explain why.
Update: StudentAid.gov Account Creation for Individuals Without a Social Security Number (SSN)—ED announced that, in an effort to improve the identity validation process, it has created a new process for individuals to certify that they do not have SSNs. Instead of the requirement that contributors without SSNs complete and submit a separate paper “Attestation and Validation of Identity” form, certifying that they do not have SSNs for the 2025-26 FAFSA, ED has transitioned the certification to the online StudentAid.gov account creation process, where the individual can attest the information provided is complete and correct.
Additionally, ED stated that it is pausing the acceptance of new identity documents to the email inbox for manual identity review and validation. The email address idverification@ed.gov will be disabled. Individuals who cannot have their identity validated through the automated system can immediately access the FAFSA.Resources:
The Federal Student Aid Information Center (FSAIC) now has FAFSA-only hours on evenings and weekends to provide FAFSA form support to students and families. The expanded hours extend through March 2, 2025. Students and families can reach agents at the FSAIC in English or in Spanish. Information on requesting interpretation services in additional languages can be accessed at StudentAid.gov/interpreter.
FAFSA Guides for Non-English Speakers—Federal Student Aid (FSA) recently announced that the department is publishing FAFSA guides for the 10 most commonly spoken languages in the U.S. outside of English and Spanish. The resource is meant to be a static companion guide to the online English application and not a direct translation of the application, like the Spanish version. FSA has published the Cantonese, Mandarin, Tagalog, Vietnamese, French, Arabic, and Korean guides and will publish the remaining versions—German, Russian, and French Creole—in the coming months.

Greetings from PHEAA’s Pennsylvania School Services!
The U.S. Department of Education (Department) announced that the 2025-26 Free Application for Federal Student Aid (FAFSA® form) will be launched through a new process. Starting on October 1, the Department will release the 2025-26 FAFSA form for testing with a limited set of students and institutions. The Department will make the application available to all students on or before December 1.
PHEAA is hosting a state-wide webinar on September 10th from 6:00-7:00PM to help students search and apply for scholarships. The cost of a postsecondary education can add up quickly for students and families. Thankfully, there is funding to help cover those expenses. Join us as we share tips to help students successfully search and apply for scholarships. After attending this webinar, students will understand the different types of scholarships, resources for finding scholarships, and tools to help increase their chances of earning those scholarships. Please share our resources page with parents and students about the financial aid process, aid opportunities, and Free Application for Federal Student Aid (FAFSA®) completion. They can watch PHEAA’s “how to” videos, access publications, and find other financial aid information.
Additional resources for counselors and partners can help you to guide families and students through the financial aid process and plan FAFSA Completion Events and Financial Aid Nights. Our toolkit includes social media posts, FAFSA-themed images, and links to help you promote the FAFSA to your students and families.
Financial Aid Workshops for Educators—Join us for a free workshop to learn more about the 2025-26 FAFSA, federal and state financial aid programs, and guiding students through the application process. Help us increase access to financial aid in Pennsylvania. At the end of the workshop, a link to a quiz will be provided that is required to receive Act 48 credits.
Register at least 1 week prior to the workshop you wish to attend. Upon registration, you will receive an email confirmation with workshop location, directions, and parking information.
If you haven’t already done so, please contact your Access Partner at your earliest convenience to start scheduling your events for the upcoming school year.
